New pubs, clubs and bottle shops would be subject to a P-plate system and demerit points under a tougher, national regime to curb binge drinking and late-night violence.

Australia's councils have recommended sweeping changes to controls over alcohol supply and sales, from banning alcohol advertising and sponsorship to making alcohol licences mandatory for private parties with more than 100 guests. But at the core of the National Local Government Drug and Alcohol Advisory Committee's submission, presented to state and federal ministers responsible for drug strategy, is discontent with differences in liquor licensing laws around the country.
